At the start when at the concert I turned down to take the money but after talking to frank about the debt I went back to the cash, I was a bit bummed to find out that there wasn't an option to reconsider taking the money, opinions ?

Well you can pay Frank or you can use the money later for a other situation.

... but one of the "next episode" scenes at the ending hints at what might be a bad consequence of taking it - unless that's all about something happening in episode two.

I agree as I did not take the cash and still get that preview trailer.

Unless Chloe steals money in episode 2, which seems likely, I wonder if the scene would be about the Firewalk tee shirt (seems unlikely unless the vendor is that desperate to get his shirt back), the sleepy guy's finding Chloe or the cash Chloe owes to Frank Browers

I just played though the entire episode again without taking the money, just to see the same cutscene :/

It is doesnt matter. This guy will be anger anyway. Do you see episode 2 promo?

It could be determinant of who is angry to Chloe depending of your choices. Or, it might be that it's one of those guys that you either punch or run away from in the game.

Then again, stealing band shirt is enough reason to them come after Chloe. She wasn't really subtle of whole stealing thing. I'm pretty sure they can make a connection, especially in such a small town.
