This game as far as i know will be about Chloe and her decision.
So..nothing about power so far. Not sure if there will be but if, we just hear it later anyway.
For now...think about this as a game where its..if you choose, you did choose.
What other gameplay mechanics they implement we will see.

No, this is set a few years before that.
Chloe met Rachel when she was 16, this is about that time. Rachel disappeared 6 months before Max returned to Arcadia Bay when she was already 19.
I highly doubt this game will span 3 years of story.
There is also no reason to tell that story again, we know what happened from LiS.
Also: just a nitpick but it was not Jefferson who kidnapped Rachel, it was Nathan on his own because he wanted to emulate Jefferson and he had the hots for Rachel. Jefferson usually did not kill his victims, just drugged them and took their pictures like with Kate. It only escalated when Max & Chloe started to investigate and threatened to unmask him with that.
Also what about Chloe's parents, the dad is due to die (car crash), obviosly this is a pinnacle moment?
Ummn no that was true about Kate but NOT Rachel, she was kidnapped by Jefferson but while she was there Nathan got some "alone time" with her and tried to emulate his mentor Jefferson and that is how she got the overdose.
Just. No.
Yeah that is too weired and I don't think Deck Nine would change canon LiS that much, nope not going to happen.
