Not liking Battery as a resource

I'm really not liking Battery being a resource we acquire from combat to power our base's Overdrive and Stealth. It has a reactor. I like the change to make Overdrive and Stealth something we have to unlock, but I would really like the charge over time back.

Your battery does charge over time, as long as you aren't in a drive gear that consumes it (i.e. not Stealth or Overdrive, i.e. in Cruise)

Acquiring it from combat is just a bonus to let you Stealth/speed away from getting ganged up upon by many different enemies, or to let you speed from fight to fight to fight.

That's how it used to be, but it doesn't seem to work that way anymore (when starting a new game)?
