fight stuff around your level, some of the mechs will often have slightly higher gear than your mechs, just equip that.
early on it's pretty much a scavenging game where you kill what you can and equip whatever is better from what you killed.
you do not have the resources to craft much stuff anyways, you may craft a green once in a while and that's it, because early when you get a blue it's just straight better than what you have. so you can dismantle them to craft new gear, because crafting blue stuff is pretty expensive.
Unequip all mechs. Do not equip weapons.
Craft 4 sets of Elbrus, and equip (cheapest set to craft).
You now have 4 mechs with level 1 gear. Your workshop is now level 2.
Craft 3 sets of Elbrus, and equip.
You now have 3 mechs with level 2 gear, and one with 1. Your level is now 3.
Repeat as long as your want. Note that enemies will jump to your current level as soon as you finish a province, so there's no real point unless you want to over level your current province.
