Well, during the tutoria, I had 2/3 mechs. The free slot was always there, ready to be filled... and then after the tutorial, and I gained access to the workshop, I filled it with my third mech. Then I got the "upgrade" that adds +1 unit, but I still have 3/3 mechs, and no free slot to put another one.
I don't probably have free (4th) mech. But I believe I should see 3/4 on the mech list.
If you don't mind some unsolicited advice, try to stick to low mass/high heat sinking parts. Don't worry about health too much. Your second focus should be on either movement or dashing speed. All of your mechs should be able to dash. If you field a melee mech, make sure he has the best dash. Don't let your mechs reach heavy status if you can avoid it. You honestly should be trying to keep your guys as mobile as possible at the start, don't stand still and take damage.
When you reach mid game and get UHMG (you'll know what they are when you see them), make sure you put a capacitor on them as well as heatsinks. dash him up onto a tower/building towards the back of your mechs and just have him gun down enemy mechs while your other mechs draw fire. Don't be afraid to dash to re-position.
I'm not that far in but I find the following force composition really good. I have a lightweight sniper who has decent movement because he's light and I have as much as head dissipation and capacitor mods on him. He sits at the back and just snipes enemy mechs. My current build allows me to shoot four times in a turn with barely any need to space my attacks to avoid over heating. My second mech is a melee mech. I'm kind of thinking of just changing him to another sniper mech when I find another good sniper rifle as melee is very risky, more likely to die to friendly fire than not. My other two mechs have an UHMG and beam version of the UHMG. You need to focus more on capacitors for this weapon than cool down as it generates a lot of heat.
My first turn is usually dashing all of my mechs to high-ground and then just opening on the enemy. My sniper mech can usually pick off one or two mechs or three or four tanks per turn (so long as he can see them), the heavy gunners just obliterate enemy mechs, particularly if they're close together and the melee mech cleans up whatever's left.
