So you need a Mech Frame to start a new build. Think of it as the exoskeleton that you attach all the parts to. Your workshop can build them (waste of supply imo), just hit some patrols and in the salvage screen if you forced an enemy to eject or knocked him out you can toggle a box to salvage their chassis, then you can use the parts you have to get your 3rd mech up.

...actually - you would have to turn on "Salvage Mech Frames" in difficulty for this right?
I believe yes, but to be completely honest this changed between builds on me, so I'm not sure how the pilot ejecting scenario is handled. I believe with the default difficulty you can only build frames.
