Can't submit edits for non-DLS locomotives

I've recently been having an issue where i try to edit the config file of locomotives i downloaded from separate websites, but the content manager will not submit my edits. i keep getting errors that go along the lines of "unable to lock dest path", is there anyway i can fix this problem? I have never encountered this issue before while modifying config files of non-DLS locomotives, but i guess this started with the most recent update.

This generally indicates that something is blocking Trainz from being able to submit the assets.

Please try the following to ensure that Trainz is being given full permissions.

Go into Window Explorer (or My Computer), and navigate to the Trainz folder (this will be located in your Steam folder, the default location would be 'C:\Program Files (x86)\Steam\steamapps\common\TRS19\' or similar), and right click on the 'TRS19.exe' file, and click on 'properties', and then click on the tab called 'Compatibility'. Now set the Privilege Level to "Run this program as an administrator", then click on 'apply', then on 'Ok'.

Please also ensure that you have given Trainz full access in your firewall and anti-virus. Please try adding the 'TRS19.exe' file as an exception in your firewall and anti-virus.
