What do you mean? The browser version of Download Station? I think you can.

The Steam edition of TRS19 fully supports installing content from other websites into it. If the content is provided as a 'cdp' file, it can be imported using the 'import content file' option in the File menu in Content Manager, or by dragging and dropping the file into a Content Manager window.

If provided as a zip, rar, or similar file it will need to be extracted first.

Please note, the Download Station website's download links to download assets may not work correctly in some internet browsers as these are now dropping support for FTP links. However any asset that is available from the Download Station can be downloaded using the Content Manager utility.
