Also I think the issues might come from your processor, a 3rd gen i5 is rather old already and might reach its limit before the 1070 really kicks in.
In general though, be warned. As you said "as always with those train sims", exactly, train simulators are not a kind of game that relies on high framerates as much as esport games do, in fact 30 - 60 FPS is a common rate that train sims run at and one that usually doesn't cause any problems with the gameplay. If you want to try and lock to either 60 or 30 FPS try the "Vertical sync" setting as well,.
Small tip : Hit F5 to disable the HUD that causes stutters in the game for now...The problem is not the FPS that fluctuates yes like other sims but the constant stutters the game has whatever you do. Disable the HUD help a few but that's not enough.
I have it for days and tried many differents settings without a real result. It's playable but with a lot of jitters/stutters when the train is moving whatever the setting you change (Or put all the settings to low ? not a solution for me I can have better performances with others sims (trains or not) so why not this one ?

Other than that, with this setting, even lower specs can run it pretty fast so you may as well try it too if fps is your biggest issue (I always like to find the best balance instead, don't care about framerate much)

Also SSD is must for these types of games as the engine needs to stream a lot of assets into memory pretty fast else pretty ugly stuttering happens.

As for train sims in general, I'm getting excellent frame rates on Train Sim World with top settings. There's no reason why a train sim should have low frame rates if you use acceptable hardware. So if Trainz 2019 is giving poor frame rates its because of the poor code optimisation, not the hardware you're using.
You could argue that Trainz has an overly amibitious scenery - creating a whole world that can be viewed from a birds-eye view is fine if users can run it, but I expect most can't. Train Sim World only renders the stuff you can actually see from a drivers perspective which needs hardware requirements that are a lot easier to deal with.
For those of you struggling with frame rates, I found that if I dropped the render distance and kept water quality on low you can manage okay. Don't bother running it on a laptop. Come to think of it, don't bother running any game on a laptop.
Already tried this and it doesn't get rid of stutters/jitters. Don't forget that we (players) have already reported a jitter issue with the HUD on (on the official forum).
@KittyKat : I think the cpu could be the trick. Got an I5 without hyperthread and I think it doens't help neither.
But as said above, I can have some other sims runs pretty fine on my rig. I don't say that it's 100 % perfect but it's better than TRS 2019.
Each time, whatever the game, it's the same thing, it's never the game or its engine, it's always the player's hardware that are in cause. Yes may be for some but may be we can think that the game/sim is not optimized as it should be too no ? mainly when they can play games smoothly that require more power.
With the same rig I can play UE 4 sim games engine based almost maxed out with some frames drops sometime but WITHOUT STUTTERS/JITTERS each meter the train/car/whatever move along. With TRS 19 whatever the settings I put, sutters/jitters are here. Without the HUD it's better but not perfect.
So yes may be my rig is "medium" if you want too, but there is definitively something to do with the game too and its permanent jitters/stutters in driver mode. In this game I can have a pretty descent FPS, the problem is for me the constant stutters/jitters it has.
