These Kuids are in my 2019, but unknown and can not clone them or save them to CDP all grayed out.

You downloaded the RWS James from a 3rd party site? If so, you could try to contact the author as to where the missing content can be found or contact people of the site.

Could also ask at the Auran forums. https://forums.auran.com/trainz/showthread.php?111942-Missing-Kuids-Post-them-here

I did a quick search on the net but it comes up empty for those missing kuids.

If the content was available on the dls it would show as being available for dl.

Normally "Unknown" means the content cannot be found by Content Manager on the dls or in the trainz install.
