The LocalData location is set automatically when Trainz is installed. By re-installing to a different location, Trainz will not be able to automatically re-link to the LocalData.
If the LocalData folder has not been removed, then you should be able to restore your content by following in the information in this guide in our knoweldgebase: https://support.trainzportal.com/index.php?/Knowledgebase/Article/View/123/22/all-of-my-content-in-tanetrs19-has-disappeared-how-can-i-get-it-back
Alternatively, if the LocalData folder has been removed, then you will need to re-install your DLC packs. If the Asset Download window does not appear automatically, then please click on 'File' on the launcher screen, then click on 'Download Purchased Items', and then click on 'ok' on the message that appears. Now click on 'Start Trainz' on the launcher screen, and you should then see a window appear in Trainz with a list of available downloads. Please click on 'download all' to download the DLC pack(s).
