Can I delete them as they get very large and are from a few days ago?

The 'backups' folder contains any assets that have been deleted in Trainz, either by yourself, or as part of database maintenance (ie if there's duplicates of the same asset in the database).

If you do not require these, then you can delete them if you wish to.

You can also set how many backups folders are kept by changing the 'Daily backups to keep' option in the Dev tab of the Trainz Settings.

I finally got this TRS 20019 working great.
I am Truly amazed at how smooth the fps is with my Large Maps.
Still having issues with the Content manager not wanting to submit edits most of the time, maybe Windows 10 not compatible?

We fully support Windows 10, and most of our team use Windows 10 for testing the Windows editions of TRS19 (except where we specifically need to test under older versions).

Unfortunately we have not seen any other reports of this issue occurring with Windows 10, except where other software is interfering with Trainz being able to update the Trainz Asset Database when submitting the asset. As such this does point to the issue being local to your computer, or software on your computer, which we cannot control.

Thanks Zec I do agree with you that my PC may be causing the issues then, if no one else is having that issue.

I have exhausted all possible causes, I turned off all Security Softwares, and all of the EVGA Video card OC Tools

Turned off Corsair RGB and the Crucial Memory RGB tools and it still wants to hang.
Your help has much been appreciated.
