But you know, the game is basically in early access, as the devs are still polishing it.
So just wait for it... I guess that they will fix this one.
You're not experiencing a bug. You need to cancel Advanced Arms Import, and then you have to save up a lot of money and AP to research Arms Industry. If it's grey, click on it and look at the requirements to see what you're missing.

and this issue does need to be fixed by the developers as it's an error...
Some of the other anomalies could be bugs or could be that the resource bases to support developing the tech are not there. But certainly no transports with the importation of weapons.
You can definitely create transports with the other tech tree irrespective of government or any other factor in the game you just have to develop those techs.
This still does not address the underlying issue. This one is for the Developers. 😔
