If you look at Lord Lancelot's thread about forging the posters in there recommend crafting on the lowest quality. 150 per roll. The reasons being: lower cost / roll and can gain extra scrap by disassembling any non L cards.
In reality during my 600+ hours Ive found its not the method thats important. It seems that the instance you craft a card or use/create a booster is the important factor.
Ive had days when crafting cards give zero L. and days when you can get them every dozen cards.
Similar with boosters. I can have times when a booster gives between 1-5 Ls in one go and days I get zero L. Ive tried up to 10 boosters in one session and got a small amount. Other times Ive tried one or two and got 3 or 4 L then.
Thats why I try the following when Im crafting cards.
1. Craft on lowest quality until I get a L or I go through 3500 pts of scrap. If Im getting more than 2 or 3 L, at that time I continue.
2. If not I stop at 3500 and try a booster. If I get an L. I go for one more. And stop when I get zero L.
Try different days. different times of the day. etc.

I usually wait until I have 10k or 100k to forge.
You can forge at anytime, but when you have a descent amount of cards you will always get a few card you want.
