Yes, it's just the camouflage.
Who is this for?
Transformers event is for both active Transformers fans or for those, who have nostalgia for G1 series since 80's and 90's and want to enjoy the franchise while playing World of Warships.
Why was this made?
We believe that it will not only bring fresh blood to our player base, but also entertain the existing players.
Did Hasbro actually sign off on this?
We had full support and active involvement in production process from both Hasbro in the USA and from Takara Tomy in Japan.
Why is Rumble actually colored like Frenzy?
We followed the guidelines of the licensors. Red and black Rumble from the original G1 toy line is considered more canon representation, even though it differs from the animated series of 1984. This is how licensors want Rumble to be represented moving forward and we respect their direction.

This is not much different from our regular advertising with Yamato, Iowa and Bismarck. All of these ships are not immediately available to players and require some grind.
Having said that, even though the skins require T10 ships, newcomers can grab the commanders with iconic voice lines from the series. We distribute a lot of them via invite codes on Internet. Newcomers can also collect Cyber tokens and win some Transformers patches or containers for free. Don't worry, we thought it out.
