I think it is a research bureau ship IIRC. 43,000 RB points.

Research Bureau, meaning you first need to have researched a minimum of 5 different tech tree Tier 10 ships to unlock the Bureau. Then, to actually gain points, reset an entire line back to Tier 1 and grind or Free XP it back to Tier 10 all over again, playing at least one battle in each ship in the line that's Tier 5 or higher. You'll need to do this about 4 or 5 times to obtain enough Research Points for one Bureau ship, ignoring the points you get in very small quantities from other sources.

Eh, just a couple corrections to Chatbot's post...
You get 10k points for opening the RB up. Then you get 20k for resetting you first line. Then, every 3 months you get a double (about 20k again). Otherwise they're 10. So technically you can do it in 2 resets along with some daily missions. But yea, not counting the doubles (when I usually reset), it'll take 3 with your start bonus if you do a few dailies. It's a fair bit of work, but it's also free - something you get to from playing.

It was largely invented as something to keep players who have all or most of the ships already, playing.

To actually locate it in game go to Armory then tab fourth from bottom for Reasearch Bureau. I think this maybe only shows after a certain account level if its not appearing for you.

Research Bureau only shows up in the Armory if you unlocked it from researching the 5 Tier Xs..

Unless you gain Research Points through some other method, such as grinding through phases during the previous Anchorage Dockyard event after buying more than the minimum number needed to finish. Could be a bug, but a couple people in my clan were able to access the RB without having researched enough Tier 10's yet once they got a few research points from that event.
