It is designed to play mid range, not long, hence the lack of range. It's also got odd accuracy that's unique to Soviet battleships. It's more accurate close up, and less accurate further away in comparison to other nationalities.
It's not my favorite by a long shot either, but it certainly performs well enough for those that like it's play style and play accordingly.
Kremlin is basically the opposite of Yamato. Yamato has very accurate long range guns. Kremlin does not. Yamato has good armor overall, but has a very glaring weak spot that almost everyone knows how to exploit at this point for a high probability citadel in the cheeks. Kremlin has a very strong bow that's very difficult to over-match.
I would agree the 8 and 9 are stronger when compared to their direct competition, but Kremlin being more balanced against the other 10s is surely not a bad thing.
Have to add that "incredibly tanky" only goes so far and when misplayed it will die like anything. Remember deleting one in Novosibirsk with a couple of volleys when the Kremlin player decided it would be a good idea to sail out side on from an island 2km in front of me. 9 cits later and no more Kremlin :)
While she is tanking and taking the beating, the rest of your team needs to be killing key targets!!
