I was tempted to trade the Aiming Systems Modification 1 in for Torpedo Tubes Modification 1. The torpedoes on the Graf Spee hit hard. 15k damage each, in two quad launchers. Each side hits for 60k damage.
However I think the Aiming System Mod is the better choice for the dispersion bonus. The Graf Spee also has high velocity AP shells. Being able to accurately target the opponent's citadel is a big deal because they penetrate fairly easily. I can citadel BB's with the Graf. She might only have six guns but they are mean. She's a nice boat.
Keep in mind my play style is different. I play Co-Op and I like to get up close and brawl. I don't stick at long range and snipe.
