What are some fun LOW TIER ships to try?
PLEASE NOTE THE USE OF "LOW TIER" IN THE TITLE. This means PLEASE don't say "oh the T8 this" or "the T7 that" and whatnot. My single max rank ship is 5 and the rest are probably average 3.

I'm not really sure what I enjoy so far or how I play. I'm reasonable at superior firepower in cruisers, but terrible with torpedos. Battleships feel slow and kinda boring, plus theres more than enough of them. "Good" at aircraft carriers, my only T5 ship. I might enjoy DD's more if I could use torps well.

IJN and PA low-tier destroyers are really powerful in the right hands with a good captain, just don't launch all torpedoes at once, alternate them, sometimes even at different targets. One might turn, other might be too busy to think of that.
USN ones has short torpedoes but a lot of them and good speeds, so they're good with ambushing behind a corner or using their smokes to get closer. I also had fun doing this with Caledon, it's squishy, but at least has healing.

Most players consider T3 USN St. Louis fun due to hellish HE spam, though most of T3 cruisers are like that.

Some say premium T3 CL Katori is fun despite its appearance, i don't have it, so can't try :)

But good player with a good captain would be able to win most low-tier battles anyway, even with Mikasa or Tachibana. So just use low-tiers for practicing your skills.

Most fun boat I have in my inventory is the T3 Saint Lois from the US.
The guiding of a long snake of HE fire is amazingly fun.

Past that, I really want a T1 Premium as I enjoy going back to play in the T1 games, where currently the Black Swan is a favourite, it quickly turns into Citadel city!

Can't remember if it was Teir 2 or 3 but the Russian DD can shoot Torps every 22secs. 5 twin tubes mean you can launch 2 torps every 4.4 secs makes for some hillarious whining by other people. Granted they only go 4km but that is more than sufficient to own a cap.

And a vessel that is impossible to Citadel at T1, unless you are in a Black Swan due to the armor plate arrangement and the use of HE rounds.

Yeah the St. Louis has to be my favorite out of all 10 ships I have (up to T7 DD's) it's just too much fun in broadside. 2.5 second reload, 8 guns to bear in a full broadside. Get the damage party upgrades and have fun!

I'm partial to Arkansas. Since you can't get that, the Wyoming is her sister and quite similiar. Learn how to use AP shells effectively against new players and you'll come away with 100k damage in T4 games :)
