Massa B is not a camo, it is a ship. To get Massa B, you can get it from black friday containers or when on sale.
And again, nope for you, I own Massachusetts and Massachusetts B. Two ships. Same, only B has black camo. You can not mount that camo on ordinary Massachusetts, hence the another ship.
If I remember correctly, there was a similar black camo available in game (Shadow lurker if I am not mistaking), had it on Atlanta for some time, you can mount that on Massachusetts, but it is not, or it will not become Massachusetts B.
That means, in your port, where are your ships listed, go for two wheels on right side, click, additional content should Open, go to special ships and enable "decorative" eye. Should work.
If not, enable all and check.

Ok, so we are close. So you have Massa B.
Start the game, when port screen loads up, there is a lineup of all the ships you own.
On that banner, when you go with your cursor far right, hover over last ship, a two flywheel icon should appear, and click that.
Additional content, special ships, and enable those eyes.
You probably disabeled that, if you do not want to see Azur Line or something else. There are more possibilities, something is disabeled there. Click all, enable all, and then in port select Massa B and your black camo should be visible.
Let me know if you succeded, if that was the problem. 😃
Could not quickly find any videos on net explaining how to enable those filters.

Follow that link, and in photo where is written "sample port screen", take a look, far right bottom corner, info "battles and notifications" are highlited green. Just above that, you can spot two flywheels. That is the position.

Additional Contents settings panel
Some ships have skins applied over stock ship skins for cosmetic effect. These skins may be suppressed, if desired, in the Additional Contents menu accessed by clicking the gears icon to the far right above the ship carousel. Clicking an eye icon suppresses or reveals that content.
Suppressed skins with permanent camouflage effects do not display but are replaced by the stock permanent camo, if the ship has one, or else by Type 5. Under the Exterior tab, such camouflages are marked with a special icon.
I learned today that "banner" is actually "ships carousel" and "flywheel" is "gear" 😂😂😂
