Premium ships also get the bonuses on an elite ship and allow for captain retraining.
You can make a regular ship elite by unlocking every upgrade it has, including the next ship in the tech tree. But a regular ship will never have the retraining option a premium ship has.
A premium ship, on the other hand, does not lead to any other ships in the tech tree, meaning that you'll likely be stagnating if you buy it.
I think the camo gives the same benefits as the Alabama whilst Alabama has slightly better rudder shift and a better torpedo belt.
So it's difficult to give a direct answer without knowing how you play.
If you want a premium NC get Alabama. it's almost the same, and this is arguable but I think it's slightly better.
She's a gudbote for sure. I love mine and plan to keep her also.
Another advantage for the people who don't like how the MM works in WoWs - T10 ships always are top tier^^.
