The USN battleships just have normal battleship AP afaik.
The reason why you can use the West Virginia's guns more effectively may be because she's tier 6. The NC and Iowa have the same gun caliber, but the ships they face are better armored.
In general, the term "super heavy AP" references the AP of the t8+ USN CAs, as i said. It's because the penetration of these shells outclass every other heavy cruiser AP and they have improved auto-bounce angles, but the AP of the t8+ USN BBs is outclassed by some other BBs, especially at t10, with no improved penetration- or autobounce-angles.
They are referring to the Mark 8 Super-heavy shells those BBs used. This give those shells better penetration at range due to the design.
OP USN BBs tend to do best at mid or slightly past mid range due to the higher arcs from their guns allowing the shells to have a downward angle into the citadel. At close range you are more likely to shoot over the citadel or overpen it due to the arc.

You might try posting some replays to help others give you tailored advice. This has helped me improve positioning, target selection, aiming, etc. with little hints and habits I didn't even notice on my own. Otherwise we are shooting in the dark a bit to help you out.
