The high arcs allow you to sit behind an island and fire over it in places other cruisers can't.
That's more accurate about the USN light cruiser line than the heavy one. Those are (slightly) less about HE spam and more about their AP sledgehammer shells.
Sure, you should still use HE against DDs, BBs at long range or very angled cruisers. But Otherwise, their AP can wreak havoc on other cruisers. In a Buffalo, you should be able to semi-reliably citadel Moskvas and Hindenburgs at 15 km.
But still accurate. I wouldn't play either line as an open water spammer, whether HE or AP. But then I do suck at cruisering, so what do I know
