- It there's a CV in the match, Cleveland can be a better choice, particularly if your Baltimore uses Hydro instead of Defensive AA.
- If the map has a lot of islands, Cleveland can fire over them. Baltimore often can't.
- Baltimore has deadly AP shells that can cit a Nelson at 12km (true story). Cleveland's AP can generally only be useful against other cruisers at 8-10km range.
- Cleveland needs the IFHE captain skill for it's guns to effective in dealing damage to high tier BBs. Baltimore does not, due to its higher caliber guns.
To really pull it's weight, the Cleveland needs both IFHE and CE. If I had to choose between which to get first I would probably go for CE first just t enable you to get into position easier. You can still deal damage without IFHE but if you're dead it makes no difference.
My Cleveland only has a 13-point captain, who has IFHE, but not CE. while it does make gameplay a bit more difficult, it's not that bad that it would make it too hard to play.
But Baltimore is a fine ship, too.
Also, note that both tier 9 USN cruisers (Seattle and Buffalo) are pretty much total crap. The tier 10s, though... Those are some leathal (but rather squishy) deathmachines. Worchester does need IFHE as much as the Cleveland, though.
Currently, I have unlocked but not purchased, the DM Donskoi, Ibuki, Seattle, Iowa, Udaloi and almost done on the Buffalo. With the exception of the Iowa and Udaloi, I haven't purchased the other ships purely because of facing the T9 grind in ships that are supposed to be rubbish. I know the T10's are worth it, but I just can't face it....and I refuse to use FreeXP as I'm waiting to hear how the Alaska is going to be sold.
I used free EXP to skip over a bunch of ships... I skipped Lyon, Alsace and a bout a third of the Buffalo grind, as well as some low-tier boats.
And I'm not sorry. I fully intend to skip Seattle, but I currently don't have the credits or a captain for the Worchester. But my Fletcher? I won't skip it. As far as tier 9s go, it's a pretty good one.
Aaah, the Fletcher. My absolute favourite ship in the game, hands down. If WG told me I could only keep 1 ship it would be the Fletcher. Pretty decent at everything it does. I was hugely disappointed when I unlocked the Gearing.
Bottom line-a lot of T9s are problematic and need BALANS! :P
