Steam client, steam support, that will then contact WG support. Some day you will be able to find out how the world works, some day...
As for the post at hand, I did not check this person's posting history and I do not remember their name off hand as someone who trolls. I read the actual forum thread and attempted to provide them with information and help them. I have never had to deal with valve support before so I have no experience with how they handle things or who they interact with. I just assumed that the developers of a game would be the ones to support that game and not the distribution platform.
I am sorry if I gave OP false information, hopefully someone who knows everything can enlighten both of us.
Every majour f-up from A to Z i had with my computer in the last year was caused by F-ing stupid window updates.... there was an especially bad update about 6/8 months ago..... My laptop went from starting up in 30 seconds to taking five minutes OVERNIGHT as a result of that update.
I wish i had turned updates off at the start of last year, windows 10 was good before then. Now i am in the situation of having to leave updates on in the hopes that they will fix some of the previous F-ing up they did.
While they're kinda right, that "Synchronising" part is specific to Steam version, i still very much doubt that Valve support can do anything about it :)
But have you tried making a PingPlotter report yourself? Upload it and share here if you don't mind. Though probably then it's needed to check a different address, i'm not exactly sure myself.
Also try renaming preferences.xml file in the root folder, just to force the game create new one. If next launch succeeds — you can close the game and put the file back if you don't want to lose your settings.
Do you happen to have some overzealous firewall or antivirus installed?
It's still a game client developed by WG/Lesta, so @OBXandos is right, please stop arguing and derailing the topic. If the game launches fine — then the problem is not on Valve's side, even if it concerns game communicating with Steam servers to retrieve Steam account information.

If you haven't linked your account to email yet, then go to https://wargaming.net/personal , click black Steam button on the right to login and then pick email and password. Then you can use that email and password to login through the native client, but you would also still be able to login through Steam version (assuming the problem gets resolved).

Sadly this router issnt mine, i am getting internet from dose i rent my apartment from, and they are relativly old people(Dont tell them i said that, please :p) and have little to none experience with these kinds of things.
I have been in contact with the internet provider which did a diagnostics on their line, line seems fine which is kinda is. am running speedtests and get 90-110 mbps download speeds and 6-10 ms latency. But when going into games that i can actually get into such as diablo 3. ping is all over the place, 50-300-70-1000-40-700, yep you get the picture, i did notice something similar in wows when i actually managed to get into games. which means its not wows specific as i thought first, i just assumed that since i didnt get into wows but i do with other games
I am not very experienced myself with routers and such, but i can imagine that the router probably needs a update of some sort as the reset (power off for 30 sec) didnt help.
Thank you all for support, especially Ryuu. i accepted your friend request in-case the problem persists. Ultimately i believe the router might be dying or something like that. it's 7+ years old aswell.
Also why didn't you mention that you have similar problems with other games as well? That would narrow the list of most possible causes to ISP and router.
1) If it's a simple Ethernet router — meaning the cable that plugs in it is the same as goes into your PC — just plug it directly into PC instead of router. Usually that's enough, but if your ISP uses some authentication — you would need to setup it on your PC as well using Windows wizards, it's not hard. That doesn't worsen the connection.
In any case you should try this out this way first, just in case it's the cable from ISP to your router, it's unlikely but possible.
2) You can update the router firmware, in worst case it just won't change anything or you can revert to factory firmware.
Go to http://192.168.0.1 or http://192.168.1.1
Usual login and password is: admin <empty> or admin admin. Then it should be easy through that admin GUI.
In case there's no newer firmware we can try seeing if there are newer and better open-source alternatives, which is not rare, i had to resort to this for older router i setup in grandparents house, otherwise WiFi didn't work at all.
Can you tell your router's vendor and model for a start?
3) You can buy a simple but modern router and use it instead until you move out and put older one back and taking newer with you or whatever, might gift them to them.

Thanks for these steps. To my defence, i did try other games but they were working, i was playing them fine without any issues until i tried Diablo 3 which show the ping. thats when i noticed the problem wassnt speficic to wows and steam. Second, i am quite a greenie when it comes to advanced pc stuff like all this troubleshooting.
I see that you refer to "my router" in several places. to clearify: it is not my router, i am getting wireless internet from the houseowners router.
And i have been speaking to the internet provider that told me it was an apple router, an old one. and to his experience, it was very limited what one can do to apple routers unless you have a apple/Mac pc or phone/pad. which neither me nor houseowner has. This router was their son's router once.
Their son is comming later today to check on the router, he got all the apple/mac stuff we dont :p
I am seriously considering getting my own internet and router. seeing all this circus that needs involment when stuff doesnt work :S
"wireless internet"?! You know, using WiFi for gaming (or downloading big files) is not recommended. If it's technically possible — it's better to get an Ethernet cable to reach your PC, maybe it would even be enough, maybe only WiFi-broadcasting is unstable for that router.

Okay, variants 1 and 3 are still possible to try :) If the son won't be able to fix it — just find some techie geek friend to help, like me, but who can physically come to your(not your) apartment :)
Your own router should likely be enough. AND wired connection, not wireless, even if you have to just drop that cable on the floor until you move out, meaning can't attach them to walls because it's not your house/apartment.
If you(or someone else) don't need WiFi and the cable from ISP is regular Ethernet cable — you don't even need a router, you can plug it directly to PC. I guess you use a laptop?
