It usually happens when for some reason appmanifest gets deleted or corrupted, you can try this:
create \Steam\steamapps\appmanifest_552990.acf with following contents:
"AppState" { "appid" "552990" "Universe" "1" "name" "World of Warships" "StateFlags" "4" "installdir" "World of Warships" "LastUpdated" "1548186827" "UpdateResult" "0" "SizeOnDisk" "42838143881" "buildid" "3412736" "LastOwner" "76561198062288127" "BytesToDownload" "0" "BytesDownloaded" "0" "AutoUpdateBehavior" "2" "AllowOtherDownloadsWhileRunning" "2" "ScheduledAutoUpdate" "0" "UserConfig" { "language" "english" "betakey" "" } "InstalledDepots" { "228984" { "manifest" "2547553897526095397" } "228986" { "manifest" "8782296191957114623" } "228990" { "manifest" "1829726630299308803" } "552993" { "manifest" "1494575658870640823" } "552991" { "manifest" "569472746215013859" } "552994" { "manifest" "2888836330268230843" } "552992" { "manifest" "1507602167226146831" } } "MountedDepots" { "228984" "2547553897526095397" "228986" "8782296191957114623" "228990" "1829726630299308803" "552993" "1494575658870640823" "552991" "569472746215013859" "552994" "2888836330268230843" "552992" "1507602167226146831" } "InstallScripts" { "228984" "_CommonRedist\\vcredist\\2012\\installscript.vdf" "228986" "_CommonRedist\\vcredist\\2015\\installscript.vdf" "228990" "_CommonRedist\\DirectX\\Jun2010\\installscript.vdf" } }

After that run integrity check first!

Alternative way:
- rename original game folder (\steamapps\common\World of Warships)
- tell Steam to start installing the game
- close Steam
- find that game in steamapps/downloads/552990
- move existing game files there
- launch Steam
- let it finish downloading or launch "verify game files"

Sure, tell me if you need any help with that too :) You can later switch back to Steam anyway.

WG launcher has its own advantages: updates are smaller and faster, and you don't need to keep it running.

Just DON'T TRY using files from one client for another to speed up download, that won't work and is known to cause problems!
