Also it IS Steam. If you get WoWS thru the Wargaming launcher instead of Steam they'll be much smaller. The last update was ~200 MB.
The devs make the update, by Steam controls how it's applied through their platform. Steam is notorious for having an overcomplicated updating system. A lot of files are backed up or redownloaded during the process. It's not an issue if you have extra space and a good connection, but it's very problematic otherwise.
But you're free to switch to native version with optimized updater using the same account as well.
