It's probably \Steam\steamapps\appmanifest_552990.acf file got corrupted, in that case it's easier to redownload the game.
It's connected with the technical peculiarities of downloading updates in Steam.
During the update Steam updater starts downloading deltas of the current version of the game client and creates a copy of each changed file.
They are located in the folder \steamapps\downloading\552990\ and in case of WoWS we have pretty big files in the \World of Warships\res_packages\ folder – 160 files, 57 GB (24 of them are bigger than > 0.5 GB), many of which get changed with each update.
And when it's done, it replaces the original files with patched ones.
Also, if during updating Steam updater detects that any files were changed or somehow corrupted – it's forced to recover them first because otherwise it's not possible to apply deltas to them correctly. (This is not a normal case, but still happens to some users for no clear reason. That's why sometime it looks like Steam is making several successive updates)
So it takes as much temporary space as all changed files combined, and takes quite a bit of time as well on regular HDDs. The download size of the updates in Steam are usually not much bigger than for WGC, but this happens too in some cases. But the main issue why it takes so long (and requires a lot of temporary space) to update Steam game version is explained above.
Unfortunately right now there are no settings available either for developers or users to skip this step, even though it's not needed for a client-server game – in case of failed update older game version is unplayable anyway.
We could reduce the size of the update if by bringing Wargaming Game Center (WGC) updater to Steam: Steam would only download WGC files and WGC would perform the updates.
However, such solution would bring a few significant disadvantages:
- It won't be possible to use Steam data servers, so the speed would be lower, especially for some countries.
- Non-native experience, the game would not auto-update, would need to be updated on launch, unless we also force our own auto-updater running in the background, which would be annoying and invasive.
- This will create additional steps in launching the game for our players.
We don't believe we should force such experience, so we're still working together with Valve on solving the issue. It is a complex problem, because it affects Steam globally. If ever Steam would implement the option allowing games to skip this step, that should completely cover this problem.We could also change the file structure of the game client to resolve disk space issue, but that would be detrimental to the game's runtime speed, which is more important, and also would make supporting the game much more difficult, since currently we have unified builds for all platforms – there's only platform-specific runtime stuff differences but game data is the same. That said we'll be looking into Steam-specific build if it really shows overwhelming improvement, or maybe an adjusted universal build for all platforms which would offset the issue to a degree. However, such changes will require considerable time to validate, prepare and implement.
You may not notice that problem with other Steam games, because WoWS happened to have almost the worst possible combination of factors which amplify this problem — relatively frequent updates, big overall size and big files which often get changed together. For big single-player games with infrequent updates sometimes new data is added only as a new files overriding some older content — in which case the problem does not arise. Others don't pack game data into big packages. And F2P MMO often resort to pushing their own launcher and updater to Steam, partially because of this issue.
As an alternative solution, you can use WGC instead of Steam for the game. Remember and recheck the region you're choosing, the account is linked to one single region, so in case you make a mistake, you'll get message that there's no linked account on that region.
