Depends on which bots in the ops and what they're doing.
There's parts of an op where the bots are "hard scripted" and thus won't evade at all because they're too busy going where and doing what they're told; but when that scripted behaviour is turned off (they reached where they were supposed to, or whatever goal they had preset for them, for example) they revert to the usual bot AI with its usual ESP for torps and undetected players.
So... My guess would be the Haragumos in Cherry Blossom dunked on you (happens to the best of us from time-to-time) - in which case the detectability is to do with the Darkness / Star shell mechanics. Technically your ship benefits from the improved concealment too in that game-mode, but generally teammates should be popping radar / hydro at an appropriate time to reveal them and neutralise the smokescreens that they are pretty bad at making use of. If you're not in a ship that can slap the DDs, then you want to be prematurely positioning ready to cit the broadside Yoshino / Azumas that push in.

The Elbing and Schultz at the start of Hermes are in a thunderstorm that reduces detection, which you can also make use of once they're evicted; you do not want to be spawning the second wave (Hindenberg + Z-52) prematurely in Hermes, otherwise you trap teammates in a crossfire and deny them time to reposition and traverse their gear.
Unfortunately the video[replayswows.com] of me clearing out the DDs in Hermes is AWOL from the site for some reason.
The Forest Sherman(s) in Ultimate Frontier is a real nuisance; but really the main issue with him is that you're typically ignoring him to secure the kill on the CV whilst teammates are doing absolutely nothing about any ships in that part of the map.
You *can* prioritise just murdering him instead to get that DPM off the field, he'll die pretty quickly - but you do need to be in a ship that can tank the Seattle and Fletcher while you're doing that, and that can get away from the flotillas that often spawn nearby if you can't go dark quick enough. And that also runs the risk of failing the secondary objective if you can't safely push back towards the repair aura to kill the Midway as it emerges the opposite side of the island.

The HP of bots in Ops is dynamically set to a degree, which reflects your team's line-up. If there's tons of health on them, that usually means your team's got a load of health itself to tank them on your behalf if you're in something squishy.
