OK you want a ship with good AP penetration (at a viable range)
and any other pen buff e.g. improved angles, threshold, fuse timers

Donskoi and Nevsky can do it as well but with less potency
Stalingrad is great for this (if you have it). So are Kronstadt, Sevastopol and Moskva,
US heavy cruisers
Baltimore-Buffalo-Des Moines
Alaska (if you have it)
French super heavy cruisers
Cherbourg-Marseille
German ships
Siegfried
Aegir
Schill
Others
Tianjin (if you have it)
I would play Stalingrad as it can crack citadels from anywhere, even some of the heavier targets.
If you don’t have Stalingrad, I’d try Petro or one of the US heavy cruisers which need to be closer but can eat citadels with their improved penetration angles
Pick a ship with decent AP pen (no point in throwing soggy noodles) and decent speed (no point in trying to cit something that's gonna die before you get there). Bayard excels.
Load up co-op and speed towards a light / super-light cruiser full speed (Bayard has speed boost, yum) yolo.
Do a drive by and hit citadels (Bayard has reload booster).
To hit citadels - you need to make sure you're shooting at targets that don't have citadel protection (so not something with turtle back, such as German BBs / cruisers; not something with sloped citadels; not something with underwater citadels that you can't penetrate through the water).
Go into tech-tree, pick a tier-appropriate cruiser and preview it in port - go to armour viewer and toggle off visibility of all parts of the armour scheme apart from "Vital Parts" - mouseover the armour panels and read the tooltip - if they say "citadel armour" that's the box you want to be aiming at.
Range to target will effect penetration (closer means more pen, obv), as well as angle of impact; and there's a trade-off between heavy shells with good pen and high alpha - that will only grant a few citadel ribbons due to you killing the enemy ships with alpha; and lower calibre shells that have less alpha and thus will generate more ribbons because more shells are needed to kill.
U know u can click choose battle and do training room right?
Some cruisers have turtleback armour that will bounce shells away from citadel; ditto for sloped citadel plates.
If the citadel is below the water level for a cruiser, you're going to have shells bounce off the citadel roof or just miss it entirely.
Depending on the arming threshold for the AP shell in question, some AP will only have hit enough metal to arm *on their way out the other side of the citadel*.
Sometimes you need to arm on water vs super-lights.
Nothing. It's not supposed to be particularly easy. There's good advice in the posts above though. Getting citadels from a cruiser in PvP can be kind of hard.
