That's how.
It was one of the achievements to get Steam-chan, but I also couldn't do.
It is somehow tricky, not sure if you can get it on lower tier battles than higher
"Set an enemy ship on fire and destroy her. The damage caused by fire must amount to at least 40% of the destroyed ship's base HP. Can be obtained multiple times per battle."
Important to note that you dont have to finish them with fire, so if you know you have done a lot of fire damage to them already you can kill them by other means.
If you set someone on fire, keep an eye on them or your damage total and see if they use their damage control. If they do then any further fires will burn for their full duration.
As for which ships to use, Brit BBs work as does anything with good HE. The Dutch cruisers are a pretty good option since you can set fires without being spotted with the bombs then follow up with guns if needed.
All fire damage is healable, so you don't have to worry so much about stuff dying to your direct damage before you score enough (even partial duration) fires to reach the 40% health damage to qualify for the achievement.
Same rational goes for ships with lower direct damage potential (lower calibre so more shatters) that won't be eating too much of the remaining 60% of the target's health away before getting to light those fires.

40% fire damage is more than 2 full duration fires (36% health) on a BB; and more than 4 full duration fires on a typical cruiser (37%); and more than 3 on superheavy cruisers.
Obviously DCPs and fire-duration reducing flags, CO skills, modules, etc reduce that percentage of damage dealt corresponding to how much they shorten the fires.
Spread fires around multiple ships - let single fires burn while you move onto another target to spread as many fires around to maximise your chances of burning ships that your teammates don't get the kill on; go back to a ship that has extinguished to relight it - if it's used its DCP concentrate on getting two perma fires on it before moving back to other ships. Make sure you get the killing blow on stuff you've burned for a decent amount of time.
Best tactic as Ace mentioned. If you get 3 full duration fires on a BB, its pretty much a save medal - you just gotta sink him before your team does!
Conc's got imperceptibly better FPM (0.2 base); both are decent enough choices, but the HE has such high pen (Conq more so than Vincent, but at 76mm Vincent's going to be penning similar things anyway) that there's a lot of unavoidable direct damage that can potentially nuke stuff that you're desperately trying to light fires on.
@OP - in case it wasn't clear already, once you've dealt fire damage equal to 40% of target's health, it's fine to just kill them with guns, torps, whatever. Don't need them to actually burn to death.
IIRC you can do it in Tier IV. Try that on bots. I remember getting an arsonist or two playing Ishizuchi back when i first started using the HE.
