The HE has a splash radius - so not really "targeting the launchers" so much as it being a low-HP mount positioned in vulnerable positions that will get chipped down by even vaguely-near misses.
HE spam is part of the game mode - I don't think fundamental game mechanics really need to be removed just so that an innate part of one custom game mode doesn't bug you.
I assume you've got preventative maintenance and the slot 1 primary armaments module in place? If not, that would be your first port-of-call; although that won't guarantee you don't low-roll HP on a torpedo tube at the start of a match and thus get it stripped especially early on.
BUT, I will say I feel your pain as some ships ( German BB's for example) lose their torps very quickly as compared to others. I am not sure if its the location of the launchers or just they are low health. But yea, everytime I take out my Derpitz or Branden they will 100% lose their torpedo launchers before the match ends. Well, not 100%, but it happens a LOT.

Yeah, I certainly get annoyed when I want to be buffing the survivability of my secondary mounts with slot 1; but that means no buff to torpedo tubes because that gets bundled with main battery.
Personally, I'd prefer BBs (maybe specific superheavy cruisers too, like Mikey, Napoli, Shroder) get different slot 1 modules so that torp survivability counts as a secondary rather than primary armament - maybe give the slot 1 module ever-so-slight improved repair time for turrets to make up for the loss of torpedo benefit.
At least with German premiums you can mount Lutjens with his improved Preventative Maintenance (which is worth slotting for Tirpitz and Branden to keep both those secondaries and torps alive longer)
Also turret destruction is realistic and doesn't happen too often.
Aiming for Turrets or Torpedo's on ships is a Viable tactic and one which will help you win many a fight and/or force an enemy into a DCP during Randoms and Clan Battles not to mention Competitive game play! Salem\DM v Salem\DM nose in ..... the one with the better aim and can knock out turrets first tends to win! and that is not so RNG Based at close ranges!
Lost a Turret in a Ragnar during last KotS qualifiers in the 1st or second Salvo....... still won the game doing the spotting and radar work on centre cap! Yes it is painful but I think it adds some flavour, the mod which shows how much health Torps and Secondaries and AA have is Scary however! Those have weird values!!! Makes you rethink modules when building some ships knowing HE is going to be Spammed!

I trust your review will acknowledge the fact that your beliefs about the game come from a position of ignorance?
For example thinking the (laughably bad at the game) WG bots were deliberately sniping your torpedo mounts from your ships?
Because "I hate getting damaged by easy mode bots in one of the hardest to lose battle types in the game; so I think I should be immune to some the consequences of eating damage" isn't going to be quite as scathing as you think it is.
