If there's already the maximum number of fires on a section, you cannot light an additional fire on it (so you can't light 2x fires on the bow simultaneously, for example).
Spam HE shells on an unlit portion of the target area of a ship (shatters can still light fires) until it starts burning, then try to target another portion.
The Damage Control Party consumable that all ships have extinguishes fires (and floods, and repairs disabled main battery turrets and torpedo tubes), and renders the ship immune to those for its duration (usually ~5 secs, sometimes more depending on the ship and potentially upgrades). You can see if DCP is active by little white pinpricks of light flicking on and off the target for its duration.
Once the DCP is consumed, any fires you light will burn for their full duration (or until the DCP's cooldown expires, and they can trigger it again).
You seemingly get the achievement by having a ship die to your fire - you'll know if you did it or not because fires have a unique icon in the killfeed (fire in a triangle symbol instead of the shell symbol for main battery, for example).
There's some in-game (not Steam) achievements for lighting fires (Witherer & Arsonist) that have additional requirements.
Arsonist requires you deal 40%+ of a target's health in fire damage and then successfully kill it (by any means).
Witherer requires you deal 60k total health with fire and / or floods - so really needs you to be relatively high tier to find ships with enough HP to take that much without just dying first.
It does not say you need to kill the ship with a fire tick, but you do need the kill shot. It just comes down to your enemy not handling their fires well, your teammates not taking down their health too fast, not setting fires and taking up fire spots on the ship which blocks you from getting them, AND not taking the kill shot. It's like lining up a lot of lucky rolls in a row.
He's talking about the Steam achievement, not the in-game one. I also assumed the two were the same (so included an explanation of both to cover that potential overlap), but the rubric is different for them.
Yep, I had to double-check to see if I was reading it right. I think the "Naval Warfare:" prefix might be a bit of a give-away though.
Obviously it's been donkeys years since either of us played the tutorial part of the game - where account level is needed to unlock stuff like the port, and whatnot: But I vaguely remember the one-off introductory achievements in the game using that Naval Warfare prefix.
So I'm assuming that's why the Steam rubric seems distinct from the award we're more familiar with: It's an easier and more straightforward introductory WG account (rather than heroic, battle) achievement that's mirror on Steam.
