There's a button bottom left of tech-tree, under the different nations buttons. Click that to get the UI up.
You need to do a mission to interact with the UI elements that button leads to, then missions to get the components needed to unlock the ship - which also costs credits. You can use doubs to skip grind - but it's not really worth it.
You do not get to keep the ships when the event ends, so it isn't really worthwhile unless you've got more credits than you care about spending for temporary access to the ships, etc.
There are missions you can do in the ships to get a decent chunk of coal - but exchanging that many credits (or doubs if you're a madman) for coal is going to be a very niche preference for a lot of players.
The ships get buffed when they've taken a significant amount of damage, and they start on relatively low health so that they can't get griefed by the enemy just refusing to shoot them and thus get the buffs active.
Running a mod that alters tech-tree by any chance? Reskin for it with custom icons, or a "show unavailable ships" one?
