They're also targeted often.
They're expensive, they are expressly designed to lose you credits every single battle.
If you're asking because you think being top tier is some guarantee of good performance - then you will be disappointed. They aren't a substitute for good play.
The Xmas event rewards from them are good (decent amount of steel); but if you're choosing between that and two Tier 10s, I'd rather have the Tier 10s and thus the xmas certificates (nearly half of a mega crate).
There's more value to be had in working through the other lines' tech-tree grind quicker than getting a Tier 11 that will end up being a port queen if you're already struggling for credits.
The main reason to get one would be sheer boredom with the other tech-tree ships and thus wanting to mix things up with new ships and some new gimmicks - end game grind stuff.
Anyway, as above they are are massive credit sinks and next to impossible to make a profit in without some good eco bonuses, prem time and a great match performance.
Edit: Its worth noting that some recent clan battle seasons have allowed 1 or 2 superships per team with the rest being T10, so that might be a consideration if your clan doesnt have access to many ships of that level and are taking part in that mode.
And frankly, while they are fun (Hannover is ops is crazy fun), it's expensive fun. There are tier X Special ships that cost you way less to run that play similarly to those super ships.
You want the biggest guns in the game? You don't need Satsuma. You could just get Shikishima.
So long as you haven't unlocked most of the tech tree lines, I would advice to invest your credits into that first though.
