I haven't noticed anything like that, but I'm always stuck at 60 fps anyway (vsync and my old monitors) and my GPU isn't maxed out.
That's where it gets weirder. My FPS counter from WOWS itself shows a steady 60 but it doesn't feel that way at all. I will try the Steam one and see if there's a difference!
Update:
Ok, so the Steam and ingame FPS counter were in perfect sync, but it still felt stuttery. So turned vsync off to see if there's a difference. Without that, my FPS jumped to 140+ and was butter smooth.
But I know for a fact that 60 FPS with vsync was smooth too, so I'm very confused lol
I always had it set up like this for years.
For now it seems that vsync is to blame, for some reason. I'll keep an eye on this and see what future Windows updates and Nvidia drivers will do here.
Check if G-sync / FreeSync settings are interfering with V-sync; check if your graphics drivers are forcing it on top of the in-game settings, etc.
You only want one type of synchronisation active at a time (been a while since I fiddled with global settings, but IIRC best practice is Gsync on, vsync forced from Nvidia driver, game v-sync off, and framerate limit set appropriately for the G-sync).
Double-check you've got triple-buffering on if you're syncing to a relatively low refresh rate (60hz)
Double-check your GPU's prebuffered frame-limit.
Double-check your game's framerate cap (both port and in-battle; which are separate settings) and crank in-battle one up - the settings are in one of the xml files IIRC, but Aslains modpack has a built-in setting to specify anyway.
The fix for me was to change from Windowed Fullscreen to just Fullscreen. Now 60 fps feel like 60 fps again! :) Hope it helps you and others.
Sounds like a v-sync issue then, as changing fullscreen modes will switch between the Windows desktop setting and the fullscreen exclusive mode setting (usually specified by the game specifically; or with a GPU game-specific profile override).
If so, a solution might be found by double-checking the Windows desktop settings for refresh rate, v-sync, etc - and double checking profile settings for the desktop (so default) from the video card's control panel (NVidia control panel, for example) to make sure it's forcing the correct settings.

only use 1 method, best way for wows is using gamesettings only and driversetting should take gamesettings and not overwrite warship settings, warships doesnt like (atleast in my case) the driver(profile) settings
i cant talk for nvidia but its worth a try
