I expect it'll be back at some point, but it may not. It's one of those things. Nothing has been announced that I know of.

Weirdly it wasn't this time around and they would have had plenty of time to add it if they wanted to. We'll find out.

I also have to point out that those two ships, Nebraska and Hildebrand, do have varying playstyles if you want to really use their potential. And not just because one is a BB hull, the other a CA.
