I just reset my Yamato Japanese line as I was supposed to get 20400 RBC but I received nothing. Who do I report this to? Thanks!

Resetting to line attaches the RB points to each ship in the line you reset - you can see the RB icon in the bottom left of each ship in the tech-tree and read the value of the points attached via the tooltip.

You claim them by playing one battle in each ship, in which you get a minimum of 300bxp.

The best way to grind RB points is to use FreeXP to reset the Haragumo line again and again (ideally once every 3 months to get the 2x bonus) - because that way you're not losing half the credits you spent grinding out the line again and again and again.
Because the points stack if you keep adding to them, and the Haragumo line is the most efficient.

also you only get points for t5 and up although you have to do the whole line. to get multiple rewards save your free xp and research the line without buying the ships hit research and there you go you can have 5 or 6 or 7 times rewards and only have to buy and play the ships once.

True, but if someone can't get 300 base xp on a loss in Random (bad luck eating an early torp or something notwithstanding), I'm not sure whether they should be working on RB ships already. ;)
