top of my head I cannot think of anything at tier 10 which does the same!
Maybe a Shimakaze is the closest to her with smoke and torps but still it is nothing to similar!!
But yeah as I said above Velos is a unique boat!
Although Velos isn't usually built with a torpedo focus because of the single rack:

Somers isn't available ATM;
But Gearing can be built with a greater focus on torps (and LegMod can make it a straight torp-boat closer to Shimakaze) and will be otherwise similar in a lot of respects in terms of handling, detectability, etc; or you can build more into a mixed build to more closely match Velos.
Yueyang is a bit of a weird one - but has a LegMod for buffing guns; has strong torp focus (but deepwater); and the panasian smokes are pretty strong if you don't want to go radar build.
Halland can also be somewhat flexibly built if you want to lean into EU torps; or want to lean into more USN mixed-gun builds (or even hardcore gun build if you want to go LegMod) - but lacks smoke.
