Without any more information, most (painfully) obvious explanation is that all the various web features of the game will need to finish updating their backend, clearing caches, etc, etc before they come back online.
Because you can't purchase stuff from the armory without being logged into an account; and a major rework of how the game handles alt-accounts is going to need substantial down-time because you can't have half the accounts using one system of management, and the other half using the reworked system, etc, etc.
