The Harugumo line is the one with the lowest xp cost, hence why it's usually recommended. Particularily if you plan to stack reset boni by using free xp and resetting the line (or parts of it) without buying and playing the ships.
The original German DD line (up to Z-52) is the one that costs the least credits. So if that is an issue you worry about, worth going with that line. Have to say though that the difference to other lines isn't huge.
If you don't care too much about xp cost or credits, it really is best to play a line that you enjoyed. Because you will be regrinding that line again and again. So the more you like the ships in question, the less it will feel like actual grinding work.
so you are saying no-one will reset the US bb lines because of the Colorado? ;)
My go to choice for RB resets is the Halland line but each to their own :)
