Make sure you have the correct ship selected since once the camo is attached then there is no removing it. Go to the "Exterior" tab when in port to bring up the camouflages/flags for your current ship. At the very top of the camo section you will see what permanent camos are available. I assume you earned one of the new year ones (sort of blue swirly background with a yellow Christmas star on it), so click that and you will see an option to link it to your ship.

They are for T8 and T9 ships if you are talking the ♥♥♥♥♥♥♥♥♥♥ from the holiday battlepass. So you would need to link it to a proper tier of ship to use it.
Now, just to be very clear here, linking that "universal" permanent camo to any one ship of the appropriate tier will permanently lock it to just that ship, and it will be unable to be equipped on any other ship afterwards. There is no way to reverse this other than asking support to do a full account rollback, so make sure you're confident in your choice BEFORE linking the camo.

I'm currently flabbergasted that the system here apparently considers the combination of "free" and the word "skins" as CRCGamer just did to be worthy of censorship. (0_0)

Anyway. One more thing about permanent camouflage:
The very first permanent camouflage you get for a ship you will be able to buy at a massively reduced price (basically the usual price minus what the permanent bonus package for said ship would cost). If I remember correctly, applying one of these camouflages to a ship will count for that, meaning that if you want to change it later on, you will have to pay full price.

I'm just going to be a bit pessimistic here and expect its because of the number of scam posts that combine the word "free" with a few choice words. Wouldn't be the first time an automated system has started flagging words just because. Its like trying to look up information of some of the devices used for nautical navigation back in the 1700s. Only to be blocked and flagged by the school network because one of the words that came up was sextant and that gets automatically flagged as naughty because of the first three letters.

Also keep in mind that in the past the permanent camos were a big deal because the economic bonuses were tied to them. They gave more credits, XP, and reduced maintenance costs.

Today the camos are nothing but eye candy. You can buy permanent economic bonuses for any ship regardless of whether or not it has a camo on it.

IMO the new system is worse and having economic bonuses tied to camo gave a reason to collect camos. Permanent camos were distinctive for the fact they gave the bonuses.

Most of the camos kind of suck and I won't ever use them now that they don't do anything except provide color.

Plus there aren't many permacamos and now that they don't do anything except look nice, they're not really worth it.

Overall I think this change is just bad.

Plus back in the day I put a new year camo on my Ochakov because I liked the Ochakov and I wanted it to look distinctive. Despite the fact being a premium ship it came with economic bonuses anyway, so it was basically the waste of a permacamo. But I wanted my "new year ochakov"

Now that the economic bonuses are separate from the camos, that decision basically just burned me. It's insult on top of injury.

To top it all off, the single biggest reason I bought the Ochakov was because it was a "stealth radar" ship. But then they nerfed its radar and it can't stealth radar anymore.

Burned, insulted, burned.

* I don't even understand why. Is the Ochakov dominating PvP boards? Was the extra few km of range on the radar such a hugely OP thing? Why don't I get my doubloons back because I bought a stealth radar ship and that's not what I have anymore?

Too many things have been nerfed. This game has been beaten, brutal and bloody, into submission with nerf bats. Then you have jokers starting dumb threads "nerf everything" and it's like what planet do they come from?

Its radar was changed from 12km to 10km during testing, ie before release. Dont really understand your problem with the eco bonuses since they should have stayed the same regardless of the camo you used.

With a few exceptions on certain ships like Kobayashi or National camouflage, of course.
