Specifically they did base it very loosely on a design that Germany came up with, but it's neutered and aside from the turret arrangement, looks nothing like it. The design was a 45,000 ton ship (think Iowa weight but WWI tech) with six 420mm guns. In game they're 406mm, likely for balance.
In some cases WG's inventions looks pretty good. Much of the time you can look at a ship in game and tell immediately what nation designed it. I'm not sure what they were thinking with Zeit but you can form your own opinion :") Anyway, if you want to see what it would have actually looked like, see link below and scroll down to Design GK 4531.

Also excellent hydro and has good range torps. Its a little more fragile than the Ger BBs since its technically a battlecruiser but if you play it to its strengths its really good.
It is fugly however if you care about such things :)
But as you can see here, others can make it work.
Looks like the Bismarck with torpedoes.
But the "secret" is how you will play the battle.
If you play as BB... you must have a good skilled commander.
If you play as heavy cruiser...the "exploit" of the corner of some islands can be very handy.
as YOLO ship...isn't good enough.
As tier 8, I prefer the Bismarck, but already had my funny and intense moments with the Zieten.

Still, it's definitely not a ship for everyone. It is very specialised while the other ships of that line generally aren't.
I barely play the German BC line. Played the BB tech tree line early in my time in the game and was awful with them.
Brandenburg and Pommern are my faves.
Everytime I reset that line it's the one ship I fxp past
Problems are:
Its squishiness - giant flat face is a shell-trap and HE farmer's dream, and the BC armour layout is pretty farmable. Needs proper positioning and situational awareness to make use of its survivability.
Its rear-orientated gun-layout - ship wants to push to use secondaries and torps, ship struggles to push because of losing main battery DPM when bow-in. If you're not in a situation where you can just kite, you need game-sense to figure out how you can get into an effective position.
The inherent issues with secondary focused ships in general (expensive CO requirements; secondary specs not being particularly on-meta or particularly strong in general).
The low barrel count is somewhat of an issue - but that is mitigated to a degree by the very fast reload, decent accuracy, and good calibre (406mm at T8 is a significant upgrade over the 380mms on Bismarck, Richelieu, etc). The guns are really quite good in general.
If you're running a secondary spec, then reliance on the main guns becomes far less of an issue.
The torps are particularly valuable too.
I think some of the issues are that the ship really benefits from already having a good understanding of how to play secondary spec; but most players landing on Zieten are going to be those least familiar with it - and it's probably the worst ship in the German tech tree (apart from the super low level ones, maybe) to learn on.
Requires a decent amount of game-knowledge to execute on too - it's maybe less forgiving of sub-optimal / oblivious plays than the ships which lend themselves more to goldbricking.
But if you're playing optimally, if you're not in a match that your team just make unwinnable, and you can thus get the ship into the right situations - it's a beast.
