You signed up for a fail Division, you have two different tiers of ships in a div and the MM goes off the higher tier'd player in the team.
Now the MM is trying to find another div with the same class make up *AND* also be another fail Division.
There might be a lot of people on but it's kind of rare to see people doing fail divs (In my experience)
Also the teir 5/4 fail div makes it even more of a wild card because a lot of people don't like playing 4s (No missions 4 or below usually)
So you're playing weird tiers, and a fail div at that.
I suggest not doing fail divs again, you make it much harder for yourself (If I wasn't clear, a fail division is a division with two different tiers of ships.
Your boy Hoshou could have ended up going against an Atlanta, Sims, or some other early AA ships.
Great thing about a fail div with a CV is they still only get +2 games since they have to match against a same tier CV. In this case just +1 though since IVs can't normally see VIs.
They would still get MM based on the higher tier ship, same as any fail division would do. It would just mean that both T4 CVs would potentially be facing T7s. Ive seen it happen and have to say it was quite funny from the viewpoint of top tier.
When we were both trying to get XP with those Ships specifically, trying a different Ship is pointless. Combined with the fact he's not as adept with CV's yet (having been Offline 2 Years), he was losing Credits playing PvE. Combined with the Low XP Gain of PvE, this was our only Option.
It should be noted that we'd managed to play 2 Matches Back To back with the exact same Ships just prior.
Edit: Just to clarify, you would have had a queue dump at some point (generally after around 5-6 minutes) if you hadnt made it impossible for the matchmaker to pair you. Thats as long as ive ever waited and is as long as anyone should ever realistically wait. Not sure it warrants an achievement or medal for managing this rather questionable amount of time waiting.
Waiting a hour is not much use for trying to get xp either

Once we had waited for about 20 Minutes, we were just going for the Record at that point I'll admit. We had a good laugh about it, and that was that.
To be fair, I don't even know most of the Clan Members, even though it's my clan. It's only got Members because I'd like Oil to build the Base up. Anyone who's up for a Chat is welcomed, but many don't even talk. They come Online, they do their thing, and I leave them to enjoy the benefits of being in a Clan. As they gain Containers, I gain Oil for the Clan.
I've even got a Random Russian Player in my Clan, who doesn't speak a word of English, but he's Online often enough, and acquires Containers often enough, so he's there.
Like I said, I don't know anything about most of them, and many don't communicate much.
When PvE drops about 200-600 XP even with Boosters, compared to PvP which can drop up to 6,000 XP with boosters... It was expected that we'd need about 2 or 3 Matches in PvP. Facing 10-20 Matches in PvE would have got somewhat annoying, not to mention tiresome.
You also missed the point I mentioned about the fact that he was Losing Credits using the Aircraft Carrier in PvE.
