Baltimore is more of a "Nose in" type ship, but you need to learn to play islands and find cover, she lacks Kite due to her large square bum!! Radar and Hydro are good, AA is OK She leads to Des Moines one of the best Tier 10's if you can master her for DPM and Game Impact!! (Think lots of HE at range and AP with improved pen on broadsides)
Both ships are over matched and if caught broadside or open water to close you will be deleted quickly!! Baltimore has low Detection so can "Vanish" Chapa detection is slightly more but still good to go dark when focused! Neither ship has a Heal so make sure you use distances to survive, if you see an Amagi. Musashi or Yamato for example keep islands in the way and stay dark till they find another target!!!
Best advise I can give is if you like the "kiter" play style, Go for Chapa, if your willing to have to learn the hard way (and you will die learning when and where is a good spot or not) on when to be nose in and when to hide and farm and of course when to run then the Batli is a good start!!

Thanks a lot for this, definitely food for thought! I think I'll start with Baltimore and then go for Chapayev, I haven't played Shchors a lot yet. I am closest to Balti anyways, only a couple thousand xp to go!
Just stay away from Tallin, its way worse than other T8 cruisers in any playstyle we could compare them to
Yeah the Tallin is the "Pain" for Riga and Petro (although Petro has been nerfed it is still a good ship!) But she (Tallin) works well if you remember she has a German Hull and no heal!! Really nice guns and can kite most shells up to around 260's! Watch for the HE Spammers and Up tier however!! Goliath's and Hindy's will ruin your day!!!!!
It's hated for a reason. AP is good, but it's still 180mm, similar performace to 203mm from most other countries.
Mobility is one of the worst. HE is bad. Radar is the only positive feature, but it's very short duration for like 1 salvo
I agree with the rest of your points though.
Forgot that shooting angles are also very bad. What you say is right, but you can find even more positive features for any other T8 tech tree cruiser
1. use her to Kite towards cover ... so fire and go dark behind islands
2. Her Guns are super accurate so div up and use a smoke DD to help if you have friends!!
3. She has a German Hull and will take pens from most angles so back to point 1 ... Kite and do it bloody well while finding cover .... Maps with "lower islands" suit her well ... but as I mentioned before, she is the "Pain" of the RU line ... she is not a Riga and she is not a Donkey .....
However .....
People hate the new Pan Asians ... they can "rule a game" if played right ...
People hate the US light cruisers .... they can control a game ... if played right ...
The Tallin can be really good ....
But "For me" she can only do it with decent team play and good players in both the ship and the Division/team!!
Many people do seriously dislike the shell arcs though.
