PS if you play through wargaming.net you can still aquire this skill, its just located in control pannel>applications. Well worth taking imo haha
Taking both would be preferable, as you can still get 10% with IFHE + DE + Fire flags compared to the 11% you can get with DE + Fire Flags.

but IFHE is more important as it already has a pretty ludicrous 9% firechance
but adding demo on it to compensate for the loss is also great
Aye. And penning Cruisers is a thing, since aiming at their Superstructure is a bit more tricky than Superstructure on BBs. Some shots are bound to go wide and hit their bow/stern respectively.
Me thinks it'll be IFHE.
If you REALLY want to get that extra pen on cruisers then I guess it's worth it. Me personally I think you get far more utility out of demo expert.
