Why is Dallas so good but Helena sucks?

Helena has more armour, better concealment, 5 extra main battery cannons, Comparable maneuverability/speed but it's a worse ship to play in random battles.
Is the tier spread after t6 really that broken now?
Or am i just unlucky getting a 47% wr in Helena compared with my 76% wr in Dallas...?
Helena also has a 0.71% DR compared to my Dallas at 1.23
I kept my Dallas, still play it and win battles constantly, will not keep Helena though.

Is this saying something about the ships or the MM?
I think it is the MM right?
Because Helena would be a great ship in t7 and t8 battles but it constantly gets in a battle with a few t9 ships that is a 1 sided clown show because one of the t9 ships spots something early and deletes it then gg

Dallas is quite good, but far from the best T6 cruiser.

Helena has 15 guns for better alpha strike and better dpm. Easily my favorite T7 cruiser. I finished ranked and was top player in all the games, its just so good even if I get in a bad possition its still easy to out dmp everything when kitting away. Ifhe is mandatory though

They're pretty comparable at tier. Dallas does perform SLIGHTLY better with a 51% WR overall while Helena is just over 50%. I've never played Helena as I already had Cleveland when the line split but I did play Dallas for some missions requiring her I think. She was fun.

It's a great ship at t7 and t8 battles but as soon as it enters t9 which is 2/3 t7 battles then its useless, cant even hide behind islands with it, CV spot you and they love to find a stationary helena so the only thing a Helena can do is get within BB secondary range and hope the enemy player is a horrid shot lol

You should be able to. 14.6 km max range. Upgrade Fire control to Mk7 mod 2. Granted that's not 16, but it'll surely help.

It's hardly a match for a t9 gun DD due to lack of smoke or torps

Well, to be fair it's not really expected to. You're matched directly against another T7 cruiser in every game. If you go racing at a T9, that's your bad ;) If she's like Boise she'll have high arcs which make islands useful. If you have DD's that lay smoke you can take advantage of that too.

I do like Boise which is a Helena class ship, but she has worse range (13.4 I think?) but gets a better heal. Just have to be super cautious when uptiered. As you said, good in ranked though.

2/3 matches in any tier 7 ship will be a t9 battle so yes unless 2-2+ MM is removed Helena is intended to fight t9 ships as that is what it will see most often and is reflected in its abysmal WR.
