Don't spend any money on the game until you play it and see how much you like it, what kinds of ships you like to play, and you have a sense of what you want. The free dlcs are obviously worth it though and sometimes the "exclusive starter pack" dlc goes on sale 95% off and that is definitely worth it. Also not sure how much it might differ by region, but for me (Canada) it's cheaper to buy stuff in game from the Wargaming website than through Steam, though then Steam wallet can't be used.
The game is online multiplayer only. The campaigns are basically just sets of missions to do something (e.g. shoot down x planes playing y class ship) in a match or over several matches to get some reward.

Yeap. I recommend first trying out different classes and nations as you start instead of just moving up one branch. You're in newbie matchmaker for first 200 battles to get accustomed to the game, so don't be afraid of Random PvP battles — at first they would only consist of newbies and bots. But that excludes battles when you're using tier 5+ ship.
If you have fast and cheap internet — it's easier simply to try. System requirement on the store page are up to date too, try comparing them with your PC. I'd recommend at least 8+ GB RAM though for comfort.
If it's not night at the server's timezone — then usually not, though that still depends on battle type, tier and whether you're in newbie matchmaker yet.

And that doesn't include people playing on the native game client (WGC) + Epic Games Store + Microsoft store users. They all play on the same four servers: Asia, EU, NA, CIS.
There's no crossplay with World of Warships Legends — console version — and World of Warships Blitz — mobile version. There are significant differences between them, the most obvious — different ship trees, different tiers.
No, takes 0s to 5m to find a match depending on what ship you picked and time of day. Tier 5-10 typically take 5s-40s on NA. Tier 1-4 is really slow and not many players.

Well, network speed is not as relevant as latency, and measuring it is more difficult. But you should be fine if you choose the server that's closest to you — likely EU or NA, don't know where you live. Also the game is slower-paced than regular shooters, so less ping-dependant, in my opinion even <=100-150 ping would be comfortable as long as it's stable, with no spikes.
I'm in the USA. Even playing World of Warcraft on the Eastern Servers my ping is around 20 ms. Hopefully shouldn't have an issue. I might give this game a whirl. I just hope there is a tutorial to help me with like steering, shooting, etc.

The game mechanics are deeper than may seem at first sight, though hardcore simulator fans can never be satisfied, but for average players there's quite a lot of concepts to grasp. That also means that knowledge is power and part of player's skill is knowing those mechanics, not just reacting and planning.

or even as cheap as barely $1 (tier 2 Smith and Tachibana, though lately those have been about $1.44 oddly).
There are some good lower tier premiums (tier 4 Yubari is a gem, has one of the best AA damage for tier 4 ships, useful against tier 4 carrier planes).
But be mindful: if the ship is not a tier 5 or higher, it cannot be used for "regular" combat missions.
There are some early campaign missions that can use tiers 2, 3, and 4 ships, but after that, those just become collectors items and "fun ships" for when you want to de-stress from higher tier matches.
So, if any of the less-than-tier-5 ships on Steam DLCs interest you... don't buy them at full price, wait until they're on sale.
