British DDs/CLs have improved acceleration/deceleration (and can't install Engine Mod 2) but ONLY in forward direction! Gaining backward speed takes long time.
I haven't played British cruisers though, only judge from what i know and from DDs, like Daring. Going backwards is not feasible with her like i used to do with other DD branches (with Engine Mod 2 installed though).
Maybe you had speed signal flag installed? It changes ship's handling quite noticeably!
About maneuverability — maybe you had Rudder modification installed before?
I hope British CL experts can share more light on this.
Definitely not changed, it was always bad at slowing down and slow to get into reverse, acceleration from a standstill is still good. As Sidian said, I think it's a case of not being used to it after the break. It's still one of my go to ships if I'm having a few bad games.
