In the meantime, it's a great ship...maybe my favorite in the game. Lots of others might not agree, and I would see their point. The ONLY reason I have the ship is because a very nice friend of mine bought it for me for Xmas last year. Caveat Emptor.
Its a fantastic ship for its Tier. In WoWs, you can however get uptiered or down tiered...in other words, you can be playing against anything from Tier 6 to Tier 10.
It more than holds its own vs. even Tier 10's although you have to be careful. When you take it vs. Tier 6, its a beast. As for your question about AA....its meh. Not great.
BUT...as for its secondaries (close range) with the right upgrades it is the best in the game. It is one of the best even without upgrades. I get Close Quarter Expert almost every game. It is meant to be a bow tank brawler and eats DD's up.

Its just good practice to be honest, you dont get better by jumping into a big tough ship and seeing T10s, not to mention not knowing what your doing will massively hurt your team.
That being said, the Tirpitz is one of the best premiums in the game, aa is not great, but thats a weakness of most battleships, with the exception of the US ones. For detailed reviews of ships look at youtube videos, or go to the shipcomrade website, and look for reviews by "littlewhitemouse" in my book there are few better.
The best way to test non-premium ships is to create a Test Server Account. In case of the Tirpitz just get a Bismarck and test it out. It's almost identical to the Tirpitz with the exception of having access to Sonar instead of having any torpedos.
The server is online at least once a month. Currently patch 0.6.14 is being tested and the server should be online by the end of the week. How to access the test server and how to create an account for it can be found in the according announcements or directly through the gaming website.

I bought the Tirpitz a year ago, and loved it.
10.9km secondaries with all the upgrades
11.3 with the flag Serria Mike for +5% secondary range
20.6km Main Battery
31 knots
69800 HP
Turns in a circle around 960 meters with the turning upgrade.
I have nearly 500 battles in her,
She is a monster.
I have nearly all of my Kraken unleased in her, which is funny because the other ship that
got me just as many battles as her is Bismarck.
I bought Tirpitz just as the German BB line was released (so the time frame i gave might be off)
I love that ship to bits for historical reasons as well as performance.

They're both Monsters in their own right.
I paid $74 New Zealand Dollars for her however Im not going to say what I was willing to pay.
Because I play world of warships more than any other game this was an investment for me to
1. a Developer that I really enjoy content from
2. A developer that does their best to ballance their game
3. A Developer that creates more content.
So in all Tirpitz was worth it for me 100%

I bought the Tirpitz on sale a while back. So yes it has been on sale before and might be on sale at a later date.
